Just install PHP / MySQL on your own machine?

There are plenty of LAMP packages too, if you run linux.

Or get the free vmware player and download a Ubuntu image with PHP/MySQL preinstalled....

Free hosting is usually quite the hassle.... and it will end up 'costing' you a lot more than a $2 per month PHP host.
 
if it's just for development for yourself, you can set up XAMPP on your windows computer and it will install apache, php, mysql, and some other tools

I 2nd XAMPP. I tried installing them seperatly and kept running in to problems on my windows machine (But on my linux box.. didn't have any.. imagine that).. anyways, XAMPP was super easy to install and it just works.
