Free macro maker?

Hey all--- looking for a program so i can make a macro to go in and turn off my speakers in my playback devices.. I just want to make a icon on the desktop that fires off a macro and does this for me.. Then another one to turn the speakers back on ( i go between using my headset and avr).. Thanks
