Free/Easy way to schedule Outlook mail?

Can't seem to find a VB script that will let me do this.
I need Outlook to send a mail to a few people twice a month on a certain day. I know I can compose and then set it to "not deliver until" and pick a future time, but I'd like something I won;t have to do every 13 days manually. I've ssen plenty of paid software but I'd like to see if there's a trick in Outlook, or a way to use Windows Scheduler and a batch/.cbs filke to send an email out on a schedule (no net sends please)

thx pig, the script works but it's using an "on behalf of" characteristic that Outlook does not seem to like. I have to apprive the message as Outlook 2003 stops to tell me someone/something is sending mail on behalf of me.

I'll keep playing with it.
 
Oh yeah, forgot about the security patches...try googling for redemption.dll, that should provide a work around
