FRAPS recording problem

It seems that no matter what game I try recording in, my framerates will not go higher than around 60 (even with the record rate set to 85). They are often around 55 maybe a little lower or a little higher. The thing that bugs me is that I get this in almost every game pretty much. CS 1.6, Halo 2 Vista, CSS, CoD4. I don't know what the problem is. I want to record at 60 FPS maybe higher steady. Even selecting half-size or full size does not make a difference.

Q6600 stock settings
2 gigs of OCZ DDR2 800 plat Rev2
250 gig 16mb cache seagate (windows, games)
250 gig western digital (storage, where my fraps recordings go)
e-VGA 8800 GT
Resolution 1280x1024

When I record, I am recording on a separate hard drive (my storage one).
 
I don't think FRAPS is capable of capturing at a rate higher than 60 frames per second, the 'blank' where you can type in a capture rate is meant for people that need an exact framerate for NTSC or PAL video (ie 29.97).

You can try disabling VSync in your game and/or video drivers and see if that helps though.
