FPS problem in my games HELP!

For some reason I felt that my games arent playing as good as they should (given my computer specs) I loaded QIII, ran the FPS in the game, and sure enough, I stays a constant 90FPS, doesnt go up, and doesnt go down. What the hell is wrong here? I played it at 640*480 with a refresh rate of 150. There has got to be a simple reason for this... I did the same test about 5-6 months ago, and got like 300FPS, Now only pegging 90FPS. This is so wierd..

Its not just QIII, but my older games like midtown madness 2, monster truck madness 2. I like to play the older games, as the newer games just dont interest me. I loaded a new driver upon my new reformat (61.34) thought it was those, went back and installed the 56.72 and the exact same thing. I must be missing one important setting somewhere...
 
Simple you have your vsync on set a 90hz on your monitor. Take of vysnc in control panel.

No, its set to 150 refresh rate.
 
You downloaded and installed multiple Videocard drivers to try and fix the situation... The other side of the driver picture when it comes to video is of course AGP drivers.

I would make sure you have the most recent version for you motherboard. Bad AGP drivers can easily cause heavy underperformance of a videocard. If it doesn't fix the problem then atleast that is one more thing checked off as "not the problem".
 
I have ran into the same problems with some games before. No matter what I do my fps stays the same like your talking about. I guess I have the same problem and I am maxed out for the game like others said. I will have to check into raising the limit like they said you can in some games.
