FPS Issue Proccessor Messed up?

Recently I installed an intel 3.2ghz HT processor on Intel D865PERL motherboard. When I run counter strike I get about 30-60 fps which is way below normal because I have a radeon X800XT. At first I thought my video card was messed up but then I ran 3D mark pro 05 and it blew through the video card test half. However when it got to the processor test it strated skipping badly then froze up and crashed.
 
What motherboard chipset drivers are you using?

Intel processors rarely if ever go bad. More than likely the problem lies with a driver or another piece of hardware. Unless you've got heat issues.

My advice is to check for heat problems. Then reinstall motherboard chipset drivers and finally install you're video card drivers after the motherboard install. After that you should be ok.

If none of that works then of course theres always the reformat and reload the OS routine. If your not up for that or that doesn't fix the problem, then I'd recommend doing hardware swaps until you locate the problem.
 
When I get home ill check the voltage but the CPU runs around 47-50 degrees C 55 is the highest ive seen it get. Chipset is Intel® 865PE Chipset

LV Xeons run @ 1.3 right...?
 
no clue I dont even think I have the option to change the voltage settings on my mobo
 
Ok apparently when I turned HT off the fps issue dissappeared any Idea why?
