FPS drop - heat related?

I've not been able to play TF2 for a while now... whenever I'd play the FPS would spike all over the place no matter what the settings. (I use to be able to play with no problems on almost maxed settings).

Installed Alien Swarm the other night and was able to play fine. The last two nights the game was very choppy which I thought was server lag. A few minutes ago I ran cl_showfps 1 and saw my fps flying from red value to yellow to green so fast you could see the colors flickering over each other.

It's pretty hot right now where my PC is (Boston in a room with few windows and no AC) so I just ran CPU-Z. Here are the readings.

Any thoughts? I have updated the drivers a month or so ago (ran driver cleaner, safe boot, etc)

I doubt heat would make FPS change, but it COULD cause the graphics card to throttle back if it was overheating, which could cause a lot of stuttering.
 
If not heat, then what are some ways to figure out the cause? I'm guessing the video card related - but I suppose it could be a number of things...
 
Other than an HD going bad (unreliable swap disk), I would try looking at the RAM. I know sounds weird, but back in the DDR1 days I found that depending on the set of slots I put them into, I would get stuttering. You could always play with the timings too (obviously looser).
