This wont be quite exact, because I'm going off of how to do it in Win XP, but XP and 2000 are nearly the same for this setting.
You want to go to Regional and Language settings in control pannel. There'll be a 'Languages' tab. In the tab, there should be a section called 'Text services and input languages' with a button for details. Hit details and it'll show languages already installed as well as keyboard layouts for those languages. And there will be an option to add another language here.
