Force refresh rates in ATI/Catalyst drivers?

I had a thread about this a while back but decided to make a new one.

Anyone know of any working methods of forcing refresh rates(for specific resolutions) for ATI cards?

I ended up going with ATI Tray Tools and just recently found out that in some odd circumstances sometimes, this little app starts to eat 50% cpu. I think it has to do with launching or playing a 3D app then exiting, for some reason it continues to sit there eating 50% cpu. I was noticing my computer acting slowly lately and didnt give it much thought until today. Obviously this is not acceptable so, I need a new method of forcing refresh rates that works for specific resolutions(Yes I know the catalyst drivers has a force refresh rate option but that sets it for all resolutions).

Also, theres your warning for using ATI Tray Tools.....
