I submitted a bug report. I get this too. It feels driver/clock related because the card is super stable otherwise. There are no crashes or anything with it - in fact this machine in general has been the most stable I can recall using.
I dual boot and this problem is present in a lesser way in the FGLRX linux drivers for Linux Mint 14.04 LTS as well. It causes flickering of the background in Netbeans and display corruption of some Skype menus like the emoticon menu. It does not cause the same full-screen flickering as seen in Windows.
The issue appears to be related to memory or GPU clocks and power saving along with possibly the display clock driving multiple monitors when displayport is used. It's definitely driver/clock related. It didn't used to occur until I got a displayport 1440p monitor upgrade for my second monitor. I used to have a 1200p display over DVI along with a 1440p DVI. I'm going to try to switch back to 2 DVI's with it soon and see how it goes. I swapped it into another machine to test it more thoroughly and it's working fine in another machine with one monitor.
It is easy to induce the flickering by having the monitors wake up from sleep in windows 8.1 64 bit for me.
16.1.1 seems to have stopped my flickering but now my mem-clock is always set to full speed causing constantly high voltage/heat, 50C idle... maybe ddu and a reinstall...
