flickering in my moniter

im not shure if this is my moniter or my vid card. im useing a radeon 9500 pro with two moniters. my main moniter is a nec fe990, the botem left corner doesnt realy flicker on and off, but it vibrates baco and forth. for about 1/4 of the screen. after degouseing it looks like it stopes, but im not shure if its just me. it didnt start untill i hooked up my second moniter. whats up?
