Fixing pc but weird problem

Its for a coworker. I agreed to reinstall win98 on it so she can give it to her grandson. Basicly i plug in mouse, keyboard, monitor. All from my PC so i know they work. And it boots up but does nothing but the fans are going, etc. Well after some more paying attention i notiched that my mouse laser is on when the main power is on to the PC but once its powered on it goes out after a sec or two which kind of indicates a short i believe. Well after more careful poking around it seems that the keyboard being plugged in is causing the problem since once its disconnected it beeps and actually boots and my mouse stays on. The keyboard is fine as i'm typing on it right at this moment so what am i missing her? As far as pc specs it seems to have a SIS 630 chipset and smaller then usual motherboard and case and just basic stuff aside from that. Looks alittle bootlegged as far as the install goes as the back panel that goes on the ports is kind of not really on right and seems to not be laying flat and or grounding completely either which also might be the problem i dunno. Any ideas?
 
Its possible. can you try a differant keyboard at all to at least see if it does the same thing? Have a ps/2 mouse you can use? Worse case scenerio just get a usb keyboard

Both mouse and keyboard are PS/2 (mouse has the ps/2 adapter on) so yeah. I don't have a USB keyboard because i like to keep things simple! =D But i will try to find another keyboard in the house to test with as i know i saw some awhiles back laying around.
