I have a xp 2500+ with stock fan heat sink on a Biostar MC7D mother board. I have kingston PC2700 512 RAM and a Power max 400 watt PS running Windows XP. I raised the FSB to 200 and set the performance setting to turbo and after a few reboots I was able to bootup and my machine was running at xp 3200+ speeds with temp around 32C and Voltage around 1.67v. It was working fine until I did a dxdiag and the system would lock up and I would have to reboot. Anybody have any suggestions: faster ram, better fan etc...
 
Your Ram is not rated for 400MHz FSB. Run your FSB at 166(333DDR) and just jack up the multiplier if you can. If the CPU is new then it probably won't let you change the mutliplier because it is locked. In that case you will need to get DDR400(PC3200) RAM. If you can change your mutlipliers then jack it up and raise the voltage no higher that 1.75 with the stock cooler. Keep an eye on your temps. My first 2500+ XP would not go higher than 2.0GHz with the stock cooler while staying stable. I got an athlon XP mobile and now look at my system (see my sig below). Use prime95 (google it, I'm too lazy to link) to test for stability for 24 hours. Enjoy.
 
If you want to run your computer on a 200MHz FSB, then you should get memory that was produced to handle it. I'm really surprised that you were even able to get your computer to do anything after pushing that PC2700 RAM up to PC3200 speed. I had some PC2700 HyperX and its upper limit was about 196MHz at 3-4-4-8.

Anyway, faster RAM? Yes.

Better fan? Maybe, but if your CPU temp is 32C, you don't have much to worry about there.
 
If "turbo" was for the memory timings, drop it to the lowest performance setting and try again. There's plenty of PC2700 that won't run tight timings at stock speed. Since you managed to get all the way into Windows, perhaps your memory will be fine running at PC3200 speed with looser timings.
 
You'd be surprised how far over spec some memory can do. I have a stick of Crucial PC2100 that can run at PC2700 with much tighter timings than several of the sticks of PNY PC2700 I have can. That's a 25% OC, he's only doing a 20% OC. He may be able to pull it off with looser timings, but maybe not. It's certainly worth finding out if he can before buying hardware he might not need.
 
My 2700 CL2.5 Samsung can do 3200 w/ 2-3-3-11 :D
It really depends if youre lucky.
