This is my first OC on a core2, and I'm wondering why these programs aren't showing my OC the same as my bios is showing. CPU-Z is showing the same FSB as my bios at 435. Core temp is showing the same frequency as my bios at ~3915. Neither are reporting the same multiplier as my bios of 9. Both C1E and EIST are off. Am I really running at 3.9?

I'm running at DFI p965-s Dark, e6600, and Ballistix PC2-8000.

Usually CPUz is correct. It looks like you are running with a multi of 6 which means there is a problem with your bios.

It's very unlikely that you would have a CoreTemp of 43C if you were running Orthos at 3917 MHz.

Go run a benchmark like SuperPI and compare to other users. It should be pretty obvious what speed you're really at.
