Faulty Prescott Celeron D?

I have a Soyo P4RS350 (radeon 9100 IGP) mobo, and I just got my Celeron D 325 478 pin.

When I plug in the power cord to the ATX Power supply, I push the power button; the CPU and Case fan spin momentarily, then looses power!

I'm building my Mom's *late* x-mas present, and I am very sad. I have 2 power supplies I am working with. One from the Antec Aria case, and another ION 400W.

Anyone have any Ideas? I am used to AMD machines, perhaps I am missing something.

OK, I took the Mobo out of the case. I wanted to know if it was shorted to the case.

Same symptoms, then I replaced the "reset bios" jumper with a new one, and after clearing the bois, get this:

I power on. Hear a loud *POP*, then that oh so delicious smell of something burning.

I know I am in trouble now... But the system now powers on, No beeps from the speaker, no booting.

What just happened here? Is it he processor, or the Mobo? I do not see any damage on either. Which do I RMA?

The Celeron has a heat spreader on it, so I cannot see the core, but otherwise, the chip looks fine...

I powered the system on with the heatsink off of the chip. The chip will not generate heat within 30 seconds. It does not seem to be taking voltage.

The CPU and system fans spin, holding the power button for 4 seconds will not turn the system off. I have to use the powersupply switch.

Is there any way to tell if the motherboard is still working? is there any troubleshooting I can do to narrow down which hardware is bad?

I've had the Mobo sitting around for a while... I'd like to salvage it...

did you try to reseat the cpu ? did you check if it was correctly installed (pin orientation) ? all pins ok ? both power plugs plugged into the mobo ?

yeah, all plugs are in, I reseated the chip, and everything powers up fine. Just no action.

it went from temporary power on, to *POP*, to powering on with no action.

well the pop prolly means a blown cap or something, the antec psu is all ok ? did you test it on a different machine ?
if the psu is fine then Id say rma the board, the cpu couldnt have made the pop sound

If anyone wants to add to this, I'd appreciate it. I was using the ION 400W, I'll go back to the Aria PS and test that. But if that PoP was the board. Then hopefully I can just replace that.

Im 90% positive its the board, cheap boards are a pain, I bought a chaintech socket A board a few months ago and it arrived doa, man was I pissed, I dont appreciated brand new stuff being doa
if you can try to get a different brand, asus/gigabyte/abit are good
