Fans won't shut off

Not sure where to post this question since Im not sure where the problem lies.

The issue is, my case, cpu and gpu fans never shut off when I shut down the PC. The fans are all pwm fans. The cpu fans are on the cpu header, and the case fans are on the cha fan header.

Not sure if its the board, this is the second board, thefirst board was rma'd do to faulty ram slot. However that board had the same issue. Makes me think its possibly an OS issue.

The cooler is a phantek, but Im only using one of the phantek fans as I couldn't fit the other due to the hose fittings for (optional) mosfet water cooling. What's weird is every once and a while the phantek fan will stop, but 9 times out of 10 it stays spinning with the rest of em.

I've updated the bios and tried playing with bios and win power management settings but, to no avail.

This is my first build so I would really appreciate the help.

Are you sure the PC has shutdown properly?
Reset BIOS settings, and update your bios, check the power management options

OS related? hmm... Boot from a Linux LiveCD (You don't need to install linux, it's like a test drive), once on the desktop, shutdown the PC and see if the fans remain on
 
I'm with leSLIe, make sure the PC has shutdown. I could potentially see a faulty motherboard or PSU still feeding power to the fan headers, but the fact that the GPU fan gets it's power from the PCI-e slot leads me to believe it's not shutting down all the way.

Have you tried flipping the switch on the back of the PSU to off, then flipping it back on? What happens when you do that? (Give it a moment before flipping the switch back on)
 
sounds like the powerbutton ect stuff from the case isnt correclty wired up with the mobo/or you maybe you didnt correctly wire PSU and MOBO altogether.Doesnt sound like an big issue though. Make sure
all wires seated solid and look up in bios ...if its not shown in Bios youll know .

I've tried resetting bios as well as clearing CMOS. I've also tried playing with pms's both in bios and win. Obviously I can't tell if my ssd has shut down, but my optic drive still functions. I don't have a Linux Live CD.

It remains off unless I hit the case switch.
 
Go read the event log in Windows. See if you're actually shutting down the computer or putting it in a monitor off state.

I thought that too, but the problem remains with all the switches/leds disconnected. Btw, is the triangle on the header connector positive?

Yeah, so I had my psu hooked up wrong. Amazing how things work when you fallow directions.

Nevermind, problem still persists. However, the phantek fan shuts down every time rather then periodically.
 
I'll also note that the cpu led on the mobo remains on as well.

I looked in security event logs and only seen system powered down, no monitor off. Then again I wasn't sure exactly what I was looking for. Should I be looking in a different folder?
 
Another thing possibly worth noting. My tuner card led shuts off. If it was the board, wouldn't it too stay on? I ordered a new PSU just to be sure, doesn't hurt to have an extra I guess.

As for your problem, if you hooked up the PSU wrong their is no telling what you may have damaged in the process.

I had my fan spliter in the cpu socket instead of the pci/peripheral. I doubt that'd cause any damage. Thanks for the help everyone.
 
What does that have to do with the PSU then?

What doesn't it have to do with it? Its modular, there's more then one way to hook it up. There's a 4 and 8 pin cpu socket, I mistakenly connected my 4 pin pwm spliter into the 4 pin cpu socket. SOCKET not header.
