Fans won't shut off

Not sure where to post this question since Im not sure where the problem lies.

The issue is, my case, cpu and gpu fans never shut off when I shut down the PC. The fans are all pwm fans. The cpu fans are on the cpu header, and the case fans are on the cha fan header.

Not sure if its the board, this is the second board, thefirst board was rma'd do to faulty ram slot. However that board had the same issue. Makes me think its possibly an OS issue.

The cooler is a phantek, but Im only using one of the phantek fans as I couldn't fit the other due to the hose fittings for (optional) mosfet water cooling. What's weird is every once and a while the phantek fan will stop, but 9 times out of 10 it stays spinning with the rest of em.

I've updated the bios and played with settings in both bios and win power management.

This is my first build so I would really appreciate some help.
