Fans: Low Speed vs. 7V Medium Speed

I am building a new computer soon and as I have gotten used to the low noise of my Shuttle, I plan on trying to make my new system quiet while, at the same time, allowing me to get a decent overclock. I was orignally planning to just get lower speed fans (~20 dB ones, so maybe 25-30 CFM per 80 mm fan), but then I began to wonder whether a 7 volted medium speed fan might work better. Think Panaflo L1A vs. 7V M1A...which would push more air? Which would be quieter? Would the one with higher noise matter, or would they both be under the threshold of annoyability?

That was my main question, but I guess while I'm at it, I might as well ask another. Which fans (make and model, for both 80mm and 120mm) might be considered to be the best at providing airflow while remaining very quiet? I realize I probably just mucked up the install, but when I build midtowers they usually end up being relatively loud because I usually put many more fans in there. For reference, I plan on buying a Praetorian case, using the top and back blowholes (grilles cut out), one fan up front, and then cutting either one blowhole in the side for a 120 mm fan, or two holes for 80 or 92 mm fans (1 over processor, one over video card). I plan on using the Thermalright XP-120 heatsink with a quiet 120 mm fan.
 
If you use a fan controller, then you can use pretty much any fan you want. Use the controller to keep those fans under control.

A large portion of the noise comes from restrictive grills, so if you cut those out, that's a good start.

Panaflos are decent in terms of a compromise between noise and airflow. I don't remember any numbers but I think if you get a high speed/airflow fan and 7v it, you can typically get similar if not better airflow/noise ratings than a low speed/quiet fan at 12v
