Fans in or out for cooler?

I was told once that if you want your case to be cooler, you need to have more fans blowing out, is that correct?

it's not so much in or out that's makes air cooling optimal, it's the air exchange. that's why most decent cases these days have an intake and an exhaust - so they can cycle the warm air out and cooler air in.

The important thing is to have equal intake and exhaust. Also lower fans such as the front and bottom should be intake and the top and back should be exhaust.
