Fan speeds

On this new system I just built, I added a fan controler to the top slot on the case. It has 4 nobs that set from low to high to control the neon fans. My fans are 80X80X25 MM with a nominal speed of 2500 RPM and a max air flow of 32.11.
Is it safe to run them on low most of the time? I'm not so sure what "low" actually is.
For some reason, I feel better knowing they are set on high but then I can hear them and I like them silent.
Does it even matter to set them on high or low?

You should be able to shut all the fans OFF except the heatsink fan, and the temps will go up but it's not like you'll be doing anything CPU-Extensive. When gaming or benchmarking or whatever, then turn them all up.

I have heard that before about turning them up when gaming, etc. I wasn't sure if it was true or not. I'll take your advice.
