Fan shroud oddity

I was experiencing temps on my moderate-flow setup of 27-28 idle, 36-38 load. I thought they were a bit high so I built myself a radiator shroud (BIP2) out of some spare aluminum case panels. (Really I just wanted an excuse to play with the dremel.) 20-30 cutting wheels later, I attached the fans to the shroud and the shroud to the radiator.

1) This aluminum fans are loud as hell.
2) My idle temps have risen to 30, but my load temps are down to 34.
WTF?
 
Aren't the fins on radiators like the BIP already recessed? (ie they already have a 'built in' shroud)

And with shrouds there's usually less noise instead of more...
