If i have 2200 RPM fan at 12V and then change it to 5V it will run ~916 RPM? and ~1283 RPM at 7V? Is that correct?

The only way to find out is to try it. Some fans won't even spin at 5V. Some fans won't spin at 5V without a higher voltage initially as a boost.

If you can hook up the RPM sensor (the third wire) to the motherboard, then the motherboard will be able to read the RPM.

But yes, RPM does scale linearly with voltage.

Need to find out what volt does it spin at and what rpm. Then you can tell what rpm does it run at given volt by solving some linear equation.
