Right now my CPU fan is a Vantec tornado that's running at the minimum voltage allowed by a Vantec NXP-201. How can I safely check how much air it's pushing? It's still easily audible and I would like to get a quieter fan that, at max voltage, pushes as much air as this.
 
tornados in general cant be made silent... i like my vantec thermaflo's i twisted the thermal diodes to disable them and use a fan controller... at 7v they are absolutely silent.. i dont hear nothing out of my case and i have 4 of them installed as well as 3 other assorted fans the termaflow's are silent but still can be felt from as much as 2 inches away food for thought for your case...

for your cpu.. get a tmd fan... they have pracically no dead zone and will work awsome for a slk and still be quiet also.. with that 92 mm fan.. think of all that air that DOESNT go through the heat sink with a smaller fan with less of a dead zone your getting more of the air.. so even tho total cfm is lesser... you get more air actually going into the heat sink
