Is it better to have the fans push air through the radiator or pull air through. i am only using 3 fans for now until i can get a push pull setup going.

This question = can of worms!
I prefer push and I use low speed fans with a Feser 120.4.
I am Positive that you will get many replies and opinions to this question!

Most tests indicate that pull is better than push, but the difference is minimal (about 5% or so).
