I am currently watching a 40mm northbridge fan in speedfan...

for quite some time it made what I thought were "dying" noises CONSTANTLY, after being left in the cold for a week...

now that I have left it on for multiple hours...it only is making noise about half the time, and I assumed that during the quiet it was really going 0 rpm...however it turns out the opposite it true, during the quiet it is actually going 4500 (which is apparently the standard).

During the noisy annoying times it is between 2500-3500 rpm...

My question, is this fan dying, or is it simply coming out of a painful hibernation?

Should I trying cleaning it or something of that nature?
 
get some canned air, and blast the dust out of that badboy.

If you get it dust free, and you still have that issue, then ya, its gonna need replaced.
