fan grills?

They keep some wires from getting in the blades of the fan and stopping it, assuming u have a very messy PC.
 
They also keep fingers, paws, and other obstructions out of fan blades. This can be a big deal for some fans at certain speeds.

they can be attached either way: 1: both inside and outside 2: inside 3: outside

Especialy if you have a metal one. Took a good chunk form my thumb once. It was an irregularly sized fan used for industrial purposes modded into my case...wasn't all that great of a fan anyways, once it bit me it had to go.
 
Yes any grill works =) i still use good old metal ones to keep my fingers from touching the blades.
