I bought case fans with only one speed so they are louder than I like. Can a fan controller lower the speed of a fan or will it only work with fans that can do different speeds?
 
Yes, a fan controller will control the speeds of your fans. Either by voltage or by PWM. Look at your fan plugs: 4 pins? Get a PWM fan controller. Otherwise, most any controller will do the trick.
