Fan Controller or not?

I’m building a new system, I don't have the $$ or desire to liquid cool at this time, however I do want to overclock. Should I use a Fan Controller or fans with thermal controls. Also what brand, make and model (either fan and or controller).I have room to run up to 7 case fans (mix of 80mm and 120mm)
