Fan Controller for PCI slot

Does anyone know of any fan controller that'll fit in a pci slot and support 4 fans. I ordered some 120x38mm fans for my radiator and want the option to turn them down slightly if they are too loud. I want to set the fan speed and forget it. I dont plan on changing the speed up and down. I was thinking a pci slot fan controller would work, but I've only found ones that support 1 fan and I dont think it'll support 4 120x38mm fans (3A total). If not, is there a very compact fan controller for atleast 4 fans that I can throw in the bottom of my case with the radiator and not block flow.

Why not just use the 7v trick on the fans? If that's still a little too loud, then run them at 5v instead. Will save money.
 
I woudn't risk the 7V trick on a modern system. The 7V trick dumps current from the 12V rail into the 5V rail. If the load on the 5V rail is too low this could raise the voltage on the 5V rail tripping protection circuitry or even damaging hardware.

I've already seen at least one report of a machine that wouldn't boot when using the 7V trick on a large number of fans.
 
Well I haven't had any issues, but if that concerns you then just use 5v on the fans.
 
Also, don't most motherboards have fan controlling options already built in? My MSI P67A-GD55 lets my configure 3 fans separately at 50%, 75% or 100%
