Fan controller and 80 mm fans??

I am building my wife a computer using my former CoolerMaster ATCS case which uses four 80 mm fans (Asus P5Q-E mobo, Intel 8500 CPU and Sapphire ATI HD 4870 GPU) and obviously need decent cooling -- little gaming.

Any recommendations as to quality simple fan controllers (NewEgg ratings and cons listed on all of them give me the impression that they are not the best built and most dependable peripherals) and I am mainly interested in just setting the speed of the four fans after monitoring temps using software.

Or--should I just stick with using motherboard fan control?

ALSO -- as a renoob (have not built a computer in 5 years and senioritis is setting in), can all case fans be undervolted using a fan controller 7-12 volts or just those fans that are designed to be variable speed?

(just curious -- IF I used a temperature-controlled fan and cut off the thermal probe and soldered the cut wires together, would the fan run at full rated speed?)
