Fan and Noise

The fans on my computer are driving me nuts after I had to move it back into my bedroom (long story). The only noise fans I have are the power supply (not loud), hard drive (not loud), stock HSF (sort of loud), and GF4ti fan (very loud). Im running a p4 2.4(not OCed), 512 2100 ram, gf4 ti4200.

For the HSF I am thinking of going with the Zalman CNPS7000A-Cu Pure. Im of course going to overclock it once I put this fan in since it says it is compatible with Intels.

For the gf4 fan, I read about the Zalman ZM80C-HP. This is where I'm sort of confused. It looks just like solid plates, no fans or anything? Should i buy a Panaflo and just put it next to the card?

Cost to is another factor. Searching on NewEgg, the HSF is $43, GPU cooler is $30, and 2x Panaflo fans are $10 for a total of $83+ shipping. Is this a good price or is there a better place? And are those choices for items very quiet and good or is there something better? Thanks again!

Oh yeah, forgot to mention. What is a good thermal paste? I dont know what they do but they sound important :D
