I just got Fallout 3 tonight and installed the game. As soon as I booted it up, the menus were extremely slow, looked like they were running at about 4fps. The mouse would jump all over the place and I would have to click on any menu button about 5 times before it would register a click. I finally got into the game and everything worked fine up until the level where I have to enter the Overseers office. This level is playing at about 5fps and I cannot figure out why. I've tried lowering my resolution to as low as it will go, turning off al performance options etc to no avail. Any help would be appreciated. I also tried the latest fallout3 patch and that also made no difference.

Whenever I search for stuttering, I just find information on the microstutter, can't seem to find anyone with a problem similar to mine. I haven't experienced any crashing yet either.

System Specs:
Intel E6400 @2.2ghz
Nvidia 9600gt
2 gig ram (just upped it to 8gig and no difference in gameplay)
Vista 64bit Ultimate w/SP1
 
Sounds like your firewall is waiting in the background for you to allow/deny a connection for the game.
I've had the same thing happen numerous times, slowing the game to a crawl.

Try and ALT TAB out and allow or deny it.
Some games make it very difficult to ALT TAB out, in which case create a firewall rule for the game exe, hopefully that will cover it.
I'd test which exe but my copy hasnt arrived yet.

I've tried the game in window mode, and the Windows Firewall popup never showed.

Double checking now to make sure access is allowed though.

I have this exact same issue. From what I can tell, the game is bugged, and this sort of thing happens. I was able to get past the Overseer's office part by lowering the resolution, but it is not a permanent fix. Even at my native resolution (1920x1200) the game will start out smooth, but after like 5 or 10 minutes, the lag will start and if I don't quit, the framerates will drop rapidly to zero and I will need to restart my computer.

Lowering the resolution seems to grant me a bit longer before the crash, but there isn't any real pattern. If someone else has a real solution to the problem (especially Bethesda) please let me know. This game looks really awesome, but I can't play the damn thing.
 
Hmm, one of your problems may be a memory leak or just using more memory than you have.
Can you check task manager after you quit a slow game.
On the Performance tab check Commit Charge / Peak.
If it is larger than your actual memory installed, it could be the reason.

I see that you have tried 8GB on yours already Time2Kill.
 
Yea, I've read about the memory leaks, which is why I upped to 8gb. But my problems start as soon as I load the game in the Overseers office, so I highly doubt it is a memory leak. I still had ~6gb free when I was running Window mode also.

Sorry to threadjack, but we seem to have similar problems. I did a bit of a 'benchmark' using NVIDIA System Monitor to log CPU usage, GPU usage, and memory usage. I made a reply to a different thread about this, you can see the post here.

From that post:
Average Usage:
CPU 1: 55%
CPU 2: 70%
GPU: 45%
System Memory: 67%

It doesn't seem like I am running out of memory, and the CPU and GPU don't seem to be fully maxed. I have heard speculation on the Bethesda forums that it is a GPU memory leak, something along the lines of textures not being cleared from VRAM when moving to a new section or some such. It sounds plausible, but I haven't found any way to log VRAM usage during play. Do you know any programs that will do that? Let me know if you guys figure this one out. Like I said, the game looks like it will be awesome, if I can get it to work.

One thing I did at that stage is turn off AA. Have you tried doing this? I know it is not an ideal solution, but I seemed to work for me at that stage in the game.

DL K-Lite codec pack and see if that helps
 
I have the K-Lite Codec pack already, I'll update to latest version though

Also have AA turned off, makes no difference. I get the exact same results at 640x480 all the way up to 1920x1200 with all the graphic settings on high or low.

I can't even kill the two officers in the room because I can't ever get my crosshairs to land on them in the couple frames that I get.
 
have you tweaked the fallout3.ini file? I remember messing with some command that made my game feel really slow, especially mouse and menu
 
I tried changing the iFPSclamp line, but that just made it even worse

I managed to get to the overseers office and out of the vault, but its still running at 4 or 5fps

This is a fucking joke....
 
Just remembered this, the Oblivion game engine doesnt work well with ffdshow.
If using ffdshow, you need to add an exception to ffdshows config so the game wont use it otherwise it will cause problems

Open ffdshows audio decoder config
Find "Directshow control"
Tick "dont use ffdshow in:" and type the game exe name into the box.
(cant check the exe name yet, my copy STILL hasnt arrived!! grrrrr)
For Oblivion I put this in the box (no quotes) "oblivion.exe"
Click Apply
 
Adding fallout to the exception for ffdshow didn't make a difference either. I did it to both audio and video decoders.

I would say this is NOT a memory leak, I have been playing for at least a week with 4GBs of RAM and have not had this problem (running on 'Ultra' settings with the machine in my sig). I have had few CTDs but not a performance issue.

I noticed you didn't state what sound card you are using. Maybe the problem lies there? OR if you are running at a really high resolution that may be an issue, with all the 'bells and whistles' on, (i'm at 1440x900).

I have this issue also,
What is strange is that when i first installed the game it ran fine all the way through
then i was playing through a second time and started having this issue when certain area's would load and eventually all the time. so i stopped playing.

I just swapped from vista 32 bit to 7 64 and installed the game and was reminded about this issue. The menu's were very slow from the start but the actual gameplay ran fine until the load point halfway between being waken up and escaping the vault.

I managed to slowly make my way through to the vault exit thinking it may just be that section but it is the same after exiting the vault.

I have tried going back to the early October nvidia drivers (178.24) as they would have been the ones i was using the first time i played it but there is no change.

Have tried puttting the graphics all the way to the lowest settings with no improvement.

I had the same problem, maybe because we have the same card. It starts out smooth, but as the game goes on, when ever I see steam (like that of the 3 hands bot), fps drops significantly. I restart the game everything back to normal... at least for a while.

There are some lines you can add, tech Tweaktown for more info. Not that they help much, but helped nevertheless.
