i didnt have any problems playing it at first but when i reinstalled it i couldn't play it anymore and it would crash
 
uninstall it and delete the folder then re install it again. Also are you running any mods? If so check your mod order.
 
So you got a problem with a game, k. Until you give us any real insight we can't do a thing to help.
 
it crashes or freezes whenever i try to start a new game and when i try to patch the game i get a windows error
 
The actuall error message or error number it giving you and your computer specs are very useful to determining your issue.
 
Install Games for Windows and come back and report if it works. I replayed the whole game on Win7 64 bit and the game is still buggy as fuck. I had the radio shipping problem, low fps problem. I stuck through it though cuz it's one hellavu great game.
 
i have windows 7 professional 64bit on a core i3 @2.13ghz with four gigs of ddr3 with 310m nividia gpu i have installed it about three or four times and i cant get past the vault. i can play call of juarez 2 , prototype, and bioshock
 
Try removing the fallout 3 folder from \documents\my games\ and see if that helps at all. It's possible a bad config file is choking the game up.

Note, this will remove any saves you have and will reset your configuration to stock.
 
Install Games for Windows and come back and report if it works.

...and if you already have Games For Windows Live installed, uninstall it, download it from here and reinstall it. If you've got an old version of GFWL that can't update itself, it could be stopping Fallout 3 from running, so do all of these things.
 
Also, run the game as admin. Don't install any mods as it will choke up your system.
 
The setup i used for fallout that was very smooth was:

core2duo e4600, 8800gtx, asus mobo, etc etc.

Had the DLC loaded with Fallout Mod Manager. Only ever had crashing issue once, and it was fixed by patching the game and updating windows live.
