Made a new build in July, it worked for about a month. My system started hanging while booting or shortly after, and it would take several restarts to successfully boot up. After about a month, I reseated everything, and did a clean boot of my operating system (win 7 64 bit). The fresh install "worked" until I updated Windows 7. If I was able to boot up without hanging, it would hang within 5 minutes. I tried another fresh install, and removed every component I didn't need. I did find some information out. With my graphics card, or integrated graphics, I am able to boot until I update drivers from the basic "VGA adapter" once updated, the system will hang during boot or shortly after, Windows Update for Win7 still makes system unstable also.
At this point, I discovered that I am always able to boot using safe mode. I tried using msconfig to figure out if somehow the update was causing a microsoft service to cause the system hang. I disabled all services, including all the Microsoft services that I could disable which didn't change anything.
I bought a couple new parts at this point to replace all the parts that weren't new with the original purchase in July with the exception of the PSU which is a couple years old. I replaced the HDD and the GPU, and got a new CPU cooler, because the temps were in the high 30s(not bad, but higher than they should have been). This didn't help. Same problem, so I got in contact with my mobo manufacturer and RMA'd the mobo. Received the RMA'd motherboard a a week ago. Since then I've tried using another PSU, I ran memtest86+ for 26 passes with no errors, and I'm currently running prime 95 in safe mode it's been going forever with no errors.
I checked my dump files, and there was only one. It was from the 15th, and apparently was the whole driver_irql_not_less_or_equal error caused by usbport.sys with a crash address of ntoskrnl.exe+70540 . I can attach the.dmp file if needed but I'm not sure if this is relevant. After prime is done running I'll try booting up with no usb devices plugged in (I don't think it will help).
I know it's not an HDD issue. Not a graphics issue. Not a RAM issue. Apparently not a MOBO issue(not sure if manufacturer did anything, I think they just slapped an RMA sticker on it and sent it back). Not a CPU issue(yet, prime 95 still running). Could be a PSU issue(even though I've used 2 PSU's one is 3 years old, and the other is a sketchy offbrand 500w psu)

It's out of the case right now, no sound card.
Other thoughts: CPU is compatible with mobo after BIOS revision F8. It starts at F7,(f11 on mobo cd). The RAM I have isn't listed on the compatability chart, however, it's predecessor which is 2GB but has no other differences in specs is listed. I've ran virus scans, but I haven't done anything besides clean install+update. I have reset CMOS, changed batteries etc. I've tried different cables. I did try installing windows vista, and had similar results. I manually set the timings listed for my RAM in BIOS. My other BIOS settings should be "optimal" for my system.
What do you think? I'm looking for some input before i go and waste more money on parts that won't solve my problem.
edit: nothing is overclocked, it's always been on a surge protector.
double edit: ran prime 95 for 8 hours. I let each test run through a complete iteration, then I did a custom test and increased the FFT size by a lot (figured that'd increase stress) no errors at all, everything passed. tried booting with no usb devices plugged in, still hangs.
