Failing Motherboard??

Hey guys,

Looks like I've begun to have some major issues with my motherboard. I always thought the motherboard was a bit of a problem, but not enough to warrant changing it. Anyway, here's the quick backstory and what the problem now is.

My build is about five years old now and the only new part is the graphics card, which is about a year old. Replaced an old Radeon 4850 with a Radeon 7850 over a year ago I think. The processor, if I remember correctly, is a core 2 duo, not sure which one but runs stock at 3.0 ghz. I always felt like my motherboard was a problem because I was never was able to overclock stably past 3.7. I now run it at around 3.6, most days with the endless restarts I leave it at stock.

So, a few days ago I was ripping apart a friend's external and plugging it in internally to see if I could get it to work. Turns out that hard drive is entirely broken, doesn't spin whatever. Ever since, my computer won't start right. Initially, I had to press the on and then the restart button every time to start. Then as of yesterday, it just won't start. Fan spins, all lights up, but nothing on the monitor(s). No display. It took like 15 restarts last night before finally the display works. So, I figure it's the display. I try this morning to put the old 4850 instead of 7850. To be honest, it's just as inconsistent with the display with both cards. I doubt the gpu is the problem although possible.

So, now although I'm majorly short on cash, I'm thinking time to replace motherboard and probably the processor along with it. Two questions, (1) you guys think this is a mobo issue? and (2) any suggestions for a new mobo and processor within 200 - 250 bucks or lesser??

What motherboard? Are all its capacitors silver colored (those rarely fail), or does it also have caps in other colors of shrink wrap (non-Japanese ones are much more failure prone)?

Have you tried another PSU?

Could there be a very slight short between the mobo and case, or could any plug-in cards not be completely plugged in?
 
5 years on the same PSU? What PSU do you have?
