I've got several clients still holding WU's destined for this server that's been down for at least a week.

1) How long will the client hold onto these units before dumping them?
2) Is there a way to force the WU's to be uploaded to another server?

On the grand scheme its not a huge number of points, but every little bit helps.

 
a client will hold onto a work unit for quite a while--at least until it completes an additional 9 WUs (so the queue of 10 is full). It'll keep trying to return WUs for credit along the way, so as soon as the server's up, it'll get the WU back.
