Can anyone verify that a 4x1P array can be setup? (four displays wide, in portrait mode)
All I can seem to do is a 3x1 or a 1x4, or 2x2 not 4x1.

AFAIK it should be possible. Not sure why your not getting that option. Try doing a clean install of the drivers. Use driver sweeper after the uninstall to clean out everything in safe mode. Then after rebooting install the drivers with antivirus and any monitoring software disabled.

I know right? But then again, even AMD has not updated their website to show the 5x1 being legit under a google search for "eyefinity display modes", it comes back with 5 displays is not currently possible. (from 2010). Doing a quick online search, I am unable to find anyone showing off a 4x1P setup. Lots of 3x1 and 5x1 but no 4x1. Strange.

Four Dell 240xWFP 1920x1200 line monitors, Two directly via DVI, one via DP to DVI, and one via DP to VGA. All connected to a reference 6870.
In addition, there is a 6850 with a dell 15" display (DVI) and three dell 17" displays, the 17"s connected via DVI to a DP TH2G, then DP to DP on the reference 6850. (But this is a separate card... should not mean it holds the other displays back)

I'd get the other card and displays out of the picture for the sake of simplifying the troubleshooting. Also you mention dell 240xWFP's Aren't there different models, e.g.

2406WFP and 2407WRP etc.. I'm just winging it btw, not sure if those are accurate model #'s. So I ask the question again for a more direct answer, are those monitors exactly the same model?

If those monitors support hdmi can you try one of the monitors on hdmi to see if that makes a difference. Keep in mind the hdmi is shared with one of the dvi's. I believe it might be the dual link port, but can't say for sure.

Once you get this working, you can throw the 6850 back in and connect all those monitors and get that working again, but it'll suck if that's somehow stopping this from working for some strange reason. I'd eliminate any unnecessary variables from the equation just to simplify things until you can move forward.

There are two 2407s, and two 2408s, so no they are not the same model, but close enough for any combination of three of them will do eyefinity without an issue. Four of them will do the 1x4 or 2x2 arrangement, but not the 4x1.

No change with or without the additional monitors / card.
If I use the HDMI, it would be the same as using one of the DVI ports (already in use)

The issue seems to be with the AMD drivers not letting me select 4x1, while still knowing that 1x4 is possible. Strange. Thanks!

I agree, the only problem may be if you are wanting to use bezel compensation but that's not a big deal. I don't like/use that myself. Just out of curiosity have you tried setting up the 1x4 and applying it, then looking again to see if 4x1 is available. I remember the first time I loaded drivers and tried to set up my portrait eyefinity I had weird things going on. I think I had to set up 2 monitor eyefinity and then check again, right click the 3rd monitor, set it up as a clone display and only then did I have the ability to set up the 3x1 portrait eyefinity. Could be something quirky like that going on. Try making one of the display port monitors the preferred display by right clicking it and then if still no option for 4x1 set up and apply a 1x4. After that reboot and try and see if you then have options for a 4x1.

Weird request but I just have to believe that this is possible.

Edit: BTW all the 4 monitors are set in the same orientation right? What I mean is Portrait flipped or portrait. I'm sure if you mix some and pivot one way and the others in another way it could cause weird issues.

Yup. Bezel Compensation is no big deal.

I'll have to try the setting to 1x4 then to see what my options are.
Thats a good thought too, I'll have to try checking the fourth monitor orientation.
