I heard about a tool a one point that would compare CSS with what is being used on a page a recommend extra items that can be removed. I just don't know where or what it is and my Google searches aren't finding it.

That could definitely come in handy.
Especially if you're like me and are too lazy to redo the CSS between different sites you make, so you end up with a bunch of extra crap in there.
 
It sounds like the firefox plugin 'Dust-Me Selectors' is what you're looking for.

I didn't find it in the actual mozilla extension directory, but it's made by sitepoint.com and can be found here: http://www.sitepoint.com/dustmeselectors/

It's an awesome little tool.
