External USB drive disapears from "My Computer"

I have 2 external 2.5" USB drives that work fine whenever i already have my laptop running and then plug them in, but 95% of the time when i restart my computer i end up having to unplug and plug the drives back in before they are recognised again...

what can i do to solve this? it doesnt matter if they have external power or not they still do it.

edit: btw, they do show up in the device manager, windblows just doesnt see them under "my computer" and i cant access them.
