I installed an external hard drive via usb. I plug it in and it is recognized as a usb device etc etc and appears as a removable device in windows yet when I try to click on it I get, "Please insert a disk into drive F:". The hard drive does spin up when I power it on.

If I right click and choose properties it says 0 bytes for both used space and free space, yet I go under the hardware tab, choose the device and do properties and go under the volumes tab and click populate, it populates with the correct info, but under status it says "NOT INITIALIZED". If I close this window and then re-open I need to do the entire process again to get anything.

I ran the maxtor hard drive config tool and it says the drive is fine.

Any idea on what to do?

It sounds to me like you never bothered to format the drive. What does it say in Drive Management in the Management Console?
