External Hard Drive Setup

I have two external hard drives that are not always constantly connected.

My first question is - How can I make an external always force a certain drive letter? I have some files that are pulled by a webserver on one external and I don't want my second interfering with the first.

Second - I have some directories like WMC Recorded TV on the second external. This is all hooked up from a laptop, so the externals aren't always connected. Will this cause problems?
