External hard drive recognition problem

I have this ghetto usb 2.0 to ide adapter kit with an a/c power adapter for the hard drive. i have this plugged into a surge protector so i can easily turn it on and off.

my problem is that when i turn it on its not instantly recognized by the system. i have to unplug the usb from my system, wait a second, and plug it back in to get the "new hardware sound" and then the system recognizes it.

sometimes though the system will recognize it automatically and let me access it.

does anyone have any ideas how to fix this or make it easier
 
Chances are, either it or the motherboard's USB is having trouble coming out of sleep/suspend mode. Your best bet is to make sure you have latest bios installed on motherboard and latest firmware on disk drive. Or just unplug and plug it back in when you are ready to use it.
 
Leave the cable plugged to the computer and only turn it on when you want to use it.

From my past experience, it is possible that Windows don't recognize a device that's already turned on before the computer boots into windows.

Just a thought.
