External Hard Drive Powerdown

I bought a Vantec case and 2tb seagate 5900rpm hard drive. when i disconnect the drive from XP or win7, it will disconnect the USB connection, but the hard drive does not power down and is still spinning.

I have another vantec + 200gb maxtor setup and the maxtor would power down.

Is it safe to turn off the external drive while the hdd in it is still spinning?

Yeah but you want to make sure that the heads are parked to avoid physical damage if you are going to be moving it around.
