External Drive not working, help?

So I have an external HDD plugged in, and it'll attempt to install it, then it says it failed, and it won't show up in the device panel, or anything. I can't "uninstall" it, because if I plug it into a different USB it does the same thing, but if I plug it into a USB port that it attempted to install to, it won't install again. I'm confused at what to do, and couldn't find anything on Google.
