External Display for Surface Pro 2

Perhaps a bit of an odd request but I need some help finding a decent external display for my Surface Pro 2.

The problem is with how Windows 8.1 renders. My understanding is that it renders using the highest dpi display (SP2) causing text and what not to appear blurry on the lower quality external monitor. This is not an issue with my retina MBP and the same monitor, but I digress.

So, what type of display should I purchase? The current external monitor is a crappy 22" HP 1680x1050. As a test I hooked up a coworkers Cinema Display and although it was much better, the text was still somewhat blurry.
 
Cant you just turn scaling off for the external monitor?
