ext hdd question

Depends on what drives, you can get a 4200 rpm laptop drive vs a 7200 or 10,000 rpm desktop drive and you would notice it. Aside from doing actual benchmarks I would guess that 2 about equal drives in the official specs would perform about the same. The powered vs unpowered should not make any difference as its just pulling the power from usb.
 
The speed of the actual drive inside the case is the only factor. Some laptop/external USB powered combinations are going to require a dual USB plug to get the required power. But for a 7200 rpm drive, either 2.5" or 3.5", USB or external powered, the speed will depend upon the drives specs.
