"explorer.exe is not responding" on shutdown/restart

I get the above message when I shutdown or restart my PC, and I have to end task on explorer.exe to get my windows to shut down.

I have scanned for spyware, viruses etc, and I have also checked all the starting programs, which are nothing unusual, and have not caused problems before (ATi tray tools, Daemon tools, and Hydravision) and for the life of me I can not figure out what the hell is causing it, I have narrowed it down to a network problem, because if I unplug my network card before booting, I do not get this message at all. I have unplugged all other PC's from the network and my PC still has the problem.

My network has a Windows 2003 Server running as a DHCP and WINS server (amoung other things).

I have also tried uninstalling any software installed in the last few days, this is really starting to drive me crazy, does anyone have any clues?
