Experimental super-cooling for tanks

In the '80's, the US Army was experimenting with a coolant for its armored vehicles, including tanks, that did not need to be circulated through a radiator to cool the engines. As I recall, the fluid (or gel) was sealed in cooling jackets that surrounded the engine with some passive radiating shaft or tube or ????

Does anyone remember this stuff or know if there is any current product that fits this description?
 
I think apple computer may be using this type of liquid in their new "liquid cooled" option on some of their high end boxes.
 
not quite the same stuff going on in the apple units.

it's just a specialty cooling fluid thta is circulated through waterblocks and rads with a low-flow pump.
