My work laptop has been really loud recently. It quickly reaches max RPM in both fans while my IDE is running (average energy impact of over 200, according to Activity Monitor)
Looking at the temperatures, the CPU temperature is sitting at over 60 degrees at idle, and has spikes of 100 under load (it goes this high even just launching the IDE, and then the fans rocket up to max).

Is this normal?

Readings obtained with Macs Fan Control 1.4.7. Using auto fan control

What MacBook and what IDE is this? I certainly don't get temps like that when just opening an IDE.
