Expected and Reported CPU Speeds Differ? [PICTURE]

Hey guys,
I just recently got a new motherboard (downloaded the drivers), and slapped in a new processor.

When I ran the Intel Processor identification I got the following result:
Why is my actual speed differing from the stated speed? Is this normal? If it's not normal, how can I adjust the speed to the standard speed?

Just ran CPU-Z.
Here are my results:
Seems like my CPU is running even slower according to this program.

Its the CPU underclocking itself when it is idle to keep the heat down. Perfectly normal. Run something intensive and you will see it go up in CPU-Z.

C1E/EIST active. Drops multiplier to lower power consumption when there's little load on the CPU. If you start using some more intensive applications it'll jump back up to 11x.

Get in the BIOS and disable that C1E/EIST crap... well, unless you're trying to save power.

Just turned off C1E/EIST.
It is now reporting 3Ghz, still 333mhz shy of my stated speed.
Any guesses?

yes, your multi should be 10...you have it at 9

Are you planing on OCing? There is no real reason to turn EIST/C1E off, it helps save power and produce less heat. Turing them off is not going to make your PC faster or anything, the only real reason to turn them off is when doing heavy OCing and your trying to find out what is making your system unstable.
